Challenge

The California Department of Transportation (Caltrans) is seeking innovative strategies and solution to implement safety benefits for our road users in disadvantaged communities.
This aims to address transportation infrastructure challenges, improve emergency response systems, and implement community-driven safety initiatives. 

Background

Underserved communities often face unique safety challenges that require targeted interventions and infrastructure enhancements to address inadequate transportation infrastructure, limited access to emergency services, and socioeconomic disparities. Targeted interventions are required to improve safety and quality of life in these areas.

The proposed solutions should align with Caltrans’ overarching goals:

Safety First: The primary objective is to prioritize safety for all road users, with a special emphasis on underserved communities. The proposed solutions should demonstrate a commitment to reducing accidents, injuries, and fatalities.

Enhance and Connect the Multimodal Transportation Network: The solutions should contribute to improving transportation connectivity in underserved areas, ensuring that residents have equitable access to transportation options.

Advance Equity and Livability in All Communities: The overarching goal is to promote equity and enhance the overall quality of life in underserved communities. Proposals should address how the safety enhancements contribute to these objectives.

Requirements & Outcome

Proposals submitted in response to this challenge should encompass the following key components:

Safety Improvement Strategies: Present comprehensive safety improvement strategies that address the specific needs of underserved communities. This may include road redesign, traffic calming measures, pedestrian and cyclist safety enhancements, and public awareness campaigns.

Community Engagement Initiatives: Describe initiatives to actively engage the community in the safety improvement process. Community-driven approaches should empower residents to provide input, collaborate on solutions, and take ownership of safety initiatives.

Infrastructure Enhancements: Detail how your proposed solutions will address transportation infrastructure challenges. This may include upgrading roadways, bridges, traffic control systems, and emergency communication infrastructure to enhance safety.
